 MSF is an independent humanitarian medical organization providing emergency medical aid to populations in need. MSF Somalia mission is seeking a qualified person for the position below:

 

Job Title   : SUPPLY CHAIN OFFICER

Work Location           : GURIEL_SOMALIA

Start date                   : AS SOON AS POSSIBLE

Nationality                  : Somalia

Length of contract    :  Fixed term (1year) 100% with 3 to 6 months’ probation period.

 

Main Purpose

 

Organizing and supervising the daily supply chain activities and the teams associated, in the coordination or project level, according to MSF protocols and standards in order to ensure the optimal running of the mission.

Accountabilities

            Supervising and organizing the daily activities of the Supply Chain team, including Supply Supervisors, and ensuring they perform the tasks linked to their role

            Being responsible for the order, purchase, stock and freight management in the coordination or in the project level, monitoring and ensuring an efficient implementation of the overall daily supply chain activities

            Monitoring and ensuring a smooth running supply administration and the respect of the implemented supply procedures, proposing adjustments where needed.

            Being responsible for the supply database and the correct filing and archiving of the supply documentation in order to  guarantee the availability and the coherence of supply data

            Communicating with customers, keeping them up to date concerning their orders status (BO confirmation) and prioritizing procurement and transport according to their needs

            Collecting claims from the field, analysing causes and making corrective actions.

            In collaboration with the Supply Supervisor (if any) and in coordination with the HR department, supervising the associated processes (recruitment, training/induction, briefing/debriefing, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required

            Informing the Logistics / Supply Manager in case of any major issue and draws-up all required reporting, in order to keep updated and reliable information that will help in decision-making

        Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission

MSF Section/Context Specific Accountabilities

1.     Procurement & Management

  • Coordinate with coordination team and project team to forecast procurement needs and plan purchasing activities accordingly.
  • Source, negotiate, and manage relationships with suppliers and vendors to ensure cost-effectiveness and quality compliance.
  • Prepare purchase orders using FU, track delivery timelines, and ensure MSF procurement procedure respected and applied.

2. Inventory & Warehouse Management

  • Monitor inventory levels and perform regular spot check and do 4M stock inventory to prevent stockouts or overstocking.
  • Ensure the MSF standard storage procedure applied for medical and logistics and handling of materials in warehouses.
  • Maintain inventory records in the UF or inventory management system.
  • Coordinate with storekeeper for stock reconciliation and reporting.

3. Logistics & Distribution

  • Manage transportation and distribution of goods to ensure timely delivery and use FEFO.
  • Optimize shipping routes and logistics costs.
  • Coordinate customs clearance and import/export documentation for international shipments.
  • Handle logistics disruptions and develop contingency plans.

4. Planning & Coordination

  • Support demand and supply planning to align production and inventory levels with customer needs.
  • Collaborate with sales, finance, and production teams to ensure smooth operations across departments.
  • Assist in forecasting and budgeting processes for the supply chain function.

5. Reporting

  • Ensure supply chain processes comply with company policies, industry regulations, and legal requirements.
  • Maintain accurate and up-to-date documentation for audits and inspections.
  • Generate regular reports on KPIs such as delivery performance, cost savings, stock turnover, etc.

Requirements

 

Education

        Essential bachelor degree and specialization in Logistics/Supply Chain

Experience

            Essential supply chain management (minimum 4 years) and in organization of supply administration and procedures.

        Desirable proven understanding of MSF Field Logistics (general knowledge of MSF equipment and kits)

Language

        Mission language essential. Local language desirable

Knowledge

        Essential proficient in Microsoft office  (word, excel, internet). Essential, Unifield System .     

        Desirable  TSR analysis.
